And (if I may add) because they fear the responsibility of doing it mostly by themselves and even because they already feel overwhelmed by the sheer amount of everyday chores to add homeschooling to it. I think (and I admit from the start I'm not well informed on the topic) that as many benefits as it has, homeschooling isn't for anyone.
